What can help even my skin tone on my neck ?

hi i have this discoloration on my neck. there is also some small sort of stretch marks. i have included pictures. if anyone can let me know what cream or ointment i can use to even my skin tone i would really appreciate. i would prefer something without a prescription. thanks a lot in advance.

You are not cleaning your self good enough. You need to scrub better with a dry skin remover(pumice)

Reply:Man, its something about the neck area. I'd say the 1st answer is the best one. Because I have a darker neck. When i scrub it with a towel and alcohol - WOW! it comes off, but little by little, okay.
Reply:you could try an over the counter bleaching cream, or a fade cream. nadinola brand is the one that worked best for me...
