I wanna get a tattoo on my arm but it has a dark pigment discoloration from a bad burn that I got several months ago. It feels like it's healed, no redness or scars, just brown patches on my skin. Can I get a tattoo over that?

I would very likely make you wait. A few months is not enough healing time for a bad burn. Depending on your skin type, hyperpigmentation can disappear over time and you may end up with a white scar, for instance. If you have dark skin, the hyperpigmentation is likely to remain.
How are your other scars on your body? What color are they?
When there are no further changes evident, then it is time to talk to a tattoo artist about the possibilities depending on what you want done.
Reply:as long as there is nothing physically wrong with the skin, then it's up to the artist. you should realize that the coloring of the tattoo might differ on that particular spot....ask an artist. they would have to see the skin to judge it.

Reply:oh dude yeah you can totally be tattooed over that, however you may want to wait a lil bit longer... make sure the area is completely healed and talk to your dr first. also really research your artist bc im assuming that your skin is a little bit textured around the burned area? which makes it a bit tricky to tattoo so get a really really good artist.
